Is Base64 encryption?
No. Base64 is an encoding that anyone can reverse. Never use it to protect secrets.
What is URL-safe Base64?
A variant that uses - and _ instead of + and / and drops padding, so the value can be placed in URLs. JWTs use it.
Why does decoding show strange characters?
The decoded data is probably binary (an image or archive), not text.
